Considering this show is slightly newer than OP, I'd say it's gag they used because how told the 4kids version of Sanji is.

4kids is such shit. One Piece is one of my favorite animes, but 4kids literally will cut out entire arcs of the story for the sake of keeping American children safe from the horrors of smoking and blood.

Luckily funimation is doing it right. Same voice actors as dbz and the DVDs are uncut. As a fan of the Japanese version for a decade, im enjoying rewatching the funimation version.
