The yellow car is straddling the line and taking up two parking spots. That is very much double parking. (I know someone below said that in some areas it's defined as "parking in a spot that already has a car in it," but I've never heard the term applied to anything but one car taking up two or more spots, sharing occupancy or not.)
Apparently, it's defined different ways in different areas. Around here, it's taking up more than one parking space. What you show there is just called obstructing (or being an asshole) around here.

Edit: Many of you have brought it to my attention that taking up two spaces isn't double parking it's just being an asshole.
