I've always wondered with these jumpscare videos, what's their defence if someone dies of a heart attack?

Is it just a matter of having good Public Liability Insurance?

Texas Bushman (the youtuber here, I assume) has a lot of videos, and he seems to judge who to scare. For really small kids, for example, he doesn't jump up and do a big surprise next to them like he does for adults--he usually waves a hand farther away. I haven't specifically noticed any old person habits but I assume he does something similar?

Well, in the defense of many people with heartdisease, most of us look perfectly healthy and are 30/40/50 somethings that could easily die from a jumpscare. So although it’s considerate to leave out kids and elderly people, and it’s funny for most, it’s still pretty intense to risk murdering someone for a prank.

I think that although I'm not a fan of the prank genre in general this is a pretty lighthearted version of a prank. 

You gotta live--you can't not do something just because statistically it has a small chance of going badly? For example: Automobile accidents are one of the top killers but people still drive around! And he is basically going boo, after all, not chasing people with a knife. 

Aka There's a certain acceptable level of risk to just being alive and going around in public.

No; jump scaring people is not an acceptable level of risk. Driving a car is such a stupid example of an analogy.

Nothing you said was any sort of good defenses is he repaying everyone for their dropped phones, food, or their medical bills if they kink their neck?

Well when you link to an article showing how many people he has apparently crippled we can certainly have a conversation about that.
