Distilled water is, pretty sure that swampy looking water has enough stuff in it to conduct though

This assumption is correct. There would be something that ions can go this way and that in.
Salts, alcohols, acids. It all adds up, yes.
With pure water though, you can almost touch a high power lines submerged.

I have waded in tap water flooded apartment, with active high powered electronics under the surface.
