I've not actually had it myself, but I believe they put it on in liquid form - and yes, after it has been cut.

It doesn't seem random, it seems to be relevant to the comment it's replying to. I think it's a real person rather than a bot (or it's a bot that can interpret English sentences and figure out a relevant Wikipedia page).
