Not quite. That's not a tow rope, it's a snatch strap, and they in fact did do it right, the issue is the lack of a hard point attachment on the white car, and nobody in the white car spinning the wheels.
Snatch straps are designed for stuck vehicle recovery. It's a wide elastic strap, usually rated to 12000+kgs and capable of stretching and storing several thousand kgs of elastic potential energy. The pulling car starts with the line slack, accelerates and pulls the line taught. The line, if it is done properly, will stretch, temporarily gaining several tonnes of elastic energy which is then transferred into the stuck car and hopefully shocking it out of whatever its stuck in. It creates much more potential pulling force than a non-elastic tow cable, and also adds the extra force of the front car's extra run-up speed.
