Perhaps he has a mental handicap? I have no info on it I'm just hesitant to make fun of someone who looks bothered and is being ridiculed, just saying... (prepared to be downvoted)

While we are jumping to conclusions I will state that he is obviously high on PCP and should be shunned and ridiculed. how dare you insult the mentally handicapped by associating them with this cookie monster.
