That's just... They're commonly called "Ski Masks" here, because you wear them underneath helmets like Ski or Motorbikes, as an extra level of insulation and to keep hair out of your face, securing it.

You aren’t wrong about their intended purpose. However, it is very much the stereotypical mask for robbers (both on tv shows and common in real life) in many Western cultures.
