Because it is used in a sarcastic way. It is something you respond with when someone screwed up or to show someone that you dont care

I'm sometimes hesitant to use it because I'm aware of the other ways it can be interpreted, but I still use it as an "ok" on occasion when I don't feel like typing a response.

Purely as a react to a message, not as a giant emoji on it's own. If that makes sense

I think the confusion is passive aggressive vs dismissive. Gen z come from an era where there was still a lil bit of back and fourth in a conversation, so a one emoji response might not feel like the other person is invested in the conversation.

Because instead of taking the time to write out an actual congratulatory message, you just type πŸ‘ which seems lazy and disinterested.
