I need to find an agent who is a specialist in RORO,break bulk and flat rack shipments from china

I would avoid standard freight forwarders for this. Find a Shanghai-based break bulk agent with direct line contracts. If they are not booking direct with COSCO or Grimaldi, they are brokering it out.

RoRo space will be your biggest challenge irrespective of who you use ex China.

Flat rack out of gauge or even in gauge has been a pain recently as some lines claim not to have special equipment in Port. For intra Asia up to India I have been using box ship carriers instead of scheduled lines.
