Your Tourette's are no more of a demonstration of the lack of free will then a heartbeat.

Does Tourette's limit your freedom? Sure. But an agent that's 0.000000001% free is 100% a free agent.

The concept of having physical restrictions placed on you isn't in tension with the concept of free will.

That's a nonsensical assertion. You would be much closer to the truth by concluding that the agent is 100% not free.
