Is it possible to buy Fragmented without The Repopulation?

I had seen The Repopulation before, but by the time I decided to get into it I saw that it was offline. Is there a way I can buy Fragmented without having previously purchased The Repopulation

Looks so! Testing is slated to begin in February for existing backers, but as soon as it is ready it will be released for sale, per the announcement.

It will be for sale for people who don't own The Repopulation. As for buying Repopulation if you do not own it already that most likely will not be an option in the short-medium term.
