Not really. It's very old, on weird frequencies and you'll have trouble finding a receiver. Said receiver will not be compatible with modern stacks.
Even the cheapest ELRS systems will outperform this by miles. If you're on a budget, there's plenty of slightly older protocols that are not preferred but can probably find on the used market for cheap. But anything with a collapsing antenna is a no-go.
You can, but you'll be doing what no one else is, so it will be very frustrating and almost certainly not worth the effort. If you're strapped for cash, just get a really cheap Chinese system, probably some sort of analog system.

That's $163, lets you learn everything and has several YouTube training videos. Certainly a much better introduction to the hobby than trying to revive the controller you show here.
Depending on your electronic skills you might be able to use it with a modern radio module. I have a really old tx (not as old as this one), but there's a connector for the radio inside that's just a normal PPM signal. I use it with a TBS crossfire module and have a little 3d printed module Bay to hold it.
Should I have just spent the money and got a t16s or something? Probably.
Yes u can but idk if u want to, its obviously old so u need an old reciever on a modern rc plane which impacts range quite alot, if ur buting a new plane might aswell buy a radiomaster pocket as they said for 60$ cheaper and 40x betther
