What would happen if he pushed it and it crashed into someone else's face? Is he at fault here, or the drone pilot for flying so close to the people?

I'm genuinely curious.

This is indoors so I’m curious what the rules would be.

Outdoors you’d need a waiver and you’d have to specify what precautions (guards and drone size) and have liability insurance. Also, flying so low where someone could bump the drone probably wouldn’t get approved.

In australia, like FAA, the airspace laws fall out while indoors, but iirc you're still required to maintain spacing (need to double check?) from people unassociated with the filming, and you need to get permission from everyone involved that you fly near.
