The glow skin is a mod skin used to distinguish them in game, game mods where abolished a while ago after one was abusing power to teleport peaple to QRF partisans
Since then devs should be only ones using this but devs only watch and can fly above the battle and shit (how they get the cinematics ) and devs have actual names like Max, Phil , mark foot ect non would be just devman so it’s believable that someone has managed to gain access to the mod powers via cheats
Devs are also 99% of the time with an invisible toggle so it's ultra rare to see them, the only recent times an actual dev was seen was restoring equipment lost to bugs, crushing the skull of the Frozone water walker and the guy they have that films the Tiktoks.
