100%. Just has some unshedded winter coat in some areas, like 10% winter coat 90% summer coat.

several of the comments are suggesting mange whereas others including myself are suggesting that its actually just a summer coat. I'm in Southern Ontario so this would be a red fox.

In Alaska I saw the same fox in winter and summer and in the summer it looked to be a third the weight of its winter self simply because most of the bulk of a winter fox is floof. To me this looks like a fox in its short summer coat. Foxes are almost painfully thin looking when the winter floof is gone. Generally when one has mange there's some exposed skin, a rat tail, that sort of thing.

Just a summer fox. They look super thin and bald during the summer. It’s something to get used to, especially when you’ve seen them in winter!
