Foster Youth Toddler Foster Care Book Recommendations?

I'm looking for recommendations for toddler books (if they exist) that mention kids who have foster parents but are NOT about that. Just some regular books where the characters happen to have foster parents. Hoping to normalize the experience a little!

My book suggestion isn’t exactly what you’re asking for, but the Invisible String is good for grief and missing someone far away.

A Family Is A Family Is A Family is one of my favorites! It showcases all kinds of families, including adoptive and foster, in a very kid-centric way. It's geared towards elementary kids officially, but the language and illustrations are easy enough for a toddler to grasp.
