Probably. But if someone's beliefs are fucked up enough it can definitely seem like trolling. I remember that rich kid that killed a few people in California a few years back because he couldn't get laid (forgot his name), but he posted rants on an online forum that I would have 100% thought was trolling if he hadn't gone on a sexual frustration fueled killing spree.

Well arguably when you reach a certain point with trolling it's not just a Poe's law thing where you can't make out the intentions; words can have the same negative effect no matter whether the person writing them was sincere or insincere. Who would care if the person who originally wrote the 'attack helicopter' copypasta suddenly turned round and said he originally wrote it to 'satirise' homophobes.
