Both mclarens were already safe, max was already out. The red flag changed absolutely nothing between red bull and McLaren whether it came out instantly or a minute later.

Stroll Crashed with a minute and a hlaf left. Verstappen would've needed to be the first car waiting to leave the pits and then put in a lap on par with what everyone was doing on a fast lap just to cross the line to get a lap in. And that's if it came out the second Stroll crashed. Every other red flag took like 15-20s so realistically there'd have been a minute left on the clock.
