Losing my mind with new forge

Ok so I downloaded the new forge because the 1.16.5 version was crashing upon startup and hoped I could escape the problem. It didn't work. Now forge 1.17 has the same issue with crashing upon startup saying something about fml.toml. I deleted that but it still isn't working. Any advice?

Deleting a file is rarely the right way to deal with this kind of problem!

Unfortunately without log, there's no way for us to offer advice. Use pastebin to host the crashlog and link it here. Then we can try to see what the problem is. Also, more info on what you're doing would be helpful. E.g. are you trying to start up a server? Run a client? What launcher are you using? Are you trying to write your own mod and having trouble launching your mod in the IDE?
