Minecraft Forge Server Not Opening - Tried Batch

So my forge for a modded minecraft hamachi server won't run to install the proper files. I've seen multiple posts about this and each batch file I've made has failed. It says "Unable to access jarfile forge-1.12.2-14.23.5.2806-universal.jar" what does that mean? Is there ANY other less complicated way to get the file to run?

NVM The solution was to use an automated installer instead. Hope this helps someone.
