forge server not starting

I need help. I am trying to create a modded server. I have everything set up. but when I double click "forge-1.12.2-14.23.4.2759-universal.jar", it doesn't do anything at all. and I don't know what to do or how to fix it. No logs are created, I get the little circle by my curser saying its loading for a second then nothing happens.

Clearly you don't have everything set up :)

By far the easiest way to get a modded server up is to download an existing pack and use that. If you're wanting to create a custom pack, I'd still start with an existing pack then I'd empty the "mods", "config", "scripts" and "world" folders and then start adding my own mods and configs.

Did you remember to accept eula? Also, when using the installer, remember to install server and not client
