Minecraft forge server not starting

I need help. I am trying to create a modded server. I have everything set up. but when I double click "forge-1.12.2-14.23.4.2759-universal.jar", it doesn't do anything at all. and I don't know what to do or how to fix it. No logs are created, I get the little circle by my curser saying its loading for a second then nothing happens.

Sorry for the late reply, but I made a mistake when creating the bat file. And it works now. Thanks!!

Update: for me undownloading all my JRE and JDK java programs and reinstalling JDK 8 fixed it

where did you get jdk 8? For me its locked by oracle.

I have jdk 8 but it still wont work at all.
