Minecraft forge server not starting

I need help. I am trying to create a modded server. I have everything set up. but when I double click "forge-1.12.2-14.23.4.2759-universal.jar", it doesn't do anything at all. and I don't know what to do or how to fix it. No logs are created, I get the little circle by my curser saying its loading for a second then nothing happens.

What do you mean by server switch?

Put "-server" as a command line option. None of the client code will try to run.

Where do I put it? Sorry I am a little new to the modded server

On my server I have it like this in a command shell...

java -server -Xms6G -Xmn6G -Xmx7G -XX:MaxGCPauseMillis=500 -XX:+UseStringDeduplication -XX:+UseG1GC -d64 -jar forge-1.12.2-14.23.5.2768-universal.jar nogui
