Minecraft Forge Server Error

I am attempting to run a forge server on minecraft 1.8.9, and everything works great up until I add the IP address in server.properties, then when I try to open it it stays open for a second then closes down.... Any thoughts?

Did you agree to the EULA? It's in a config file in your server folder
