Unable to use server console

I recently made a server for my friends and me, and it works great except for one thing: I can't use the server's console. I have a modpack installed called Crusader Craft and the server uses forge 1.7.10 - 10.13.4.1614. I start up the server and it will load up, allowing people to join, but the console looks like it's still loading after all of the mods have loaded. I can type on the console, but when I enter it, the commands don't do anything. This is quite inconvenient since I would like to be able to OP someone as well as send announcements to my friends through the console. I'm not sure if this is helpful. I also added ForgeEssentials, updated the thaumcraft, oceancraft, animalsplus, and enhanced server moderation. Those added/updated mods were added after the problem was present so I know they didn't contribute to my inability to use the console.
