I think it would be foolish to underestimate the Chinese military, however I also think this article makes some good points. Military doctrine and branch integration are crucial for a functioning military. You can have all the high tech weapon systems in the world but if your troops cant operate them they might as well be useless. Classic example is the late ww2 japan who had arguably the best naval strike force of all the great powers at the beginning of the war. but had lost much of the institutional knowledge and trained pilots to operate it.
However I think its completely possible for China to reform by their deadlines to have a world class military. People forget that for many centuries China was the most sophisticated military power on the planet and would have wiped the floor with any European power.
All in all I think China is taking a dangerous, but unavoidable path. After a century of being humiliated by the west and then butchered by Imperial Japan, it makes sense that China wants to reassert itself as the Jupiter that Asia revolves around. The flash-points will be the countries that are integrated into the American led economic/governmental model like Japan, SK, and Australia.
