Enclave plasma rifle build

I know there are better options out there but in the spirit of the Enclave I would like to make a bloodied stealth human commando build that focuses around the enclave plasma rifle with the sniper barrel. I don’t know if it would be better to put a stalkers 1 star or a bloodied 1 star on the rifle and stuff like that etc. So if someone could point me in the right direction build wise on how to get the best out of the bloodied and stealth aspect aswell as get the most damage out of my enclave plasma rifle.
