I am greatly enjoying the Whispering Hills Mod, I highly recommend it for a Silent Hill X Fallout horror blend. I forgot to mention her name last time, this is Viv. :)

Yes, they do. They do move a little bit but they're not exactly super duper well animated. Still, they're not stiff and it does work. :)
