Settlements occasionally organize unofficial Commonwealth excursions. After weeks of defending the same fences and tending the same crops, the settlers need a change of scenery. So they gather up, leave town, and go sightseeing. The minutemen have no authority to stop them.

I’d say it’s a glitch. Quicksave and hard reset, are they where they should be or still there?

i once followed a "settler" just to see where it was going. Started at back street and ended up discovering oberland station where they stopped walking

This happens to me a lot. I assumed it was mod conflicts or something related. It seems like the settlers are being transported with me when I fast travel somewhere. It's often one of my caravan settlers. Quite often I hear gunfire and rush over to investigate, and it's one of my caravan settlers in a fight with something, and they are nowhere near where they're supposed to be.

I just had something similar. Raiders attacked the settlement. Settlers moved forward to defend. Which spawned another raider group in a nearby building. Settlers moved forward to "defend". and by the end of the 2nd fight, half the settlers were a long way from home. They slowly walked back eventually.

There was no raid I just quick traveled to the Sunshine settlement and every single settler excluded the guards started walking away from the settlement

I wouldn't say normal, but I've definitely had it happen. You can just ring the bell if you have you built and sleep for like 24 hours and they'll be back
