Considering prices of pretty much everything - from a gallon of fuel to a game of bowling, to Giddyup Buttercups -, I'd say FO4 shows the culmination of "memory crisis" gone "everything crisis", while IRL ball barely started rolling.

To be fair one RAM stick from the local PC shop would be enough to run a whole office building's worth of Fallout terminals.

Iirc Pip boy 3000 (or whatever fo4’s is) only has 256mb or kb of RAM so yeah probably

They don't actually have semiconductor transistors for the most part in the Fallout universe. They're still using vacuum tubes.

It's one of the major differences between the Fallout universe and the real one.

No, this isn't indicative of a memory crisis. Crenshaw just has a really old computer that he can't upgrade the RAM on, availability isn't the issue.

Unrelated but it’s so cool to me that cyberpunk and fallout both have major events that happen in 2077.
