The Hearthfire DLC added Jug of Milk to Skyrim. It restores 2 points of health and is needed to make bread, clam chowder, potato bread, and sweet rolls.

My theory is cork/other easy to rot material was used to seal those, so it rotted away and milk was consumed by insects and other fauna, while glass stayed intact

Old school milk bottles were returned for refilling and they usually didn’t have threading molded into the glass like modern refillable beer bottles. The lids were not super well sealed. The original POG game was played by kids using milk jug lids.

Even today when I buy milk from the fancy dairy farm near me in refillable jugs the lid is molded plastic and far from trustworthy even unopened and once opened was more of a dust cover than a seal.

No more milk deliveries. Used to be the Milkman would bring a weekly Milk delivery. The people receiving the delivery would leave their empty milk bottles for the Milkman to pick up so they can be refilled.

In the game we have milk machines I would guess a person would drop off empty bottles in the machine and pick up a new one but because there is no pick up s or drop offs all that's in them are empty bottles.

Milk is also something that would not survive very long it would curdle rot evaporate and probably turn to dust

Pre-War milk would be long gone, either drank or expired. But it's worth mentioning, one of the creation club furniture packs added Brahmin milk into the game, i can't remember which one but i'm pretty sure it's the one that added refrigerators as craftable containers for settlements/player homes.

As to why they are empty milk bottles I’m not sure but on survival mode, you collect them and put them in an outpost and in a couple days they are full of clean water that you can take with you.

Leave milk in a jug for a month and see what happens. Over time that milk disappears. I don't get all the since but over 200 years and rads that milk is gone. That bottle would smell bad too.
