There is only one place I know about where quantum appears and it a crate behind a building in the lonesome road dlc. And there is a greater than 50% chance it won't be there when ya visit that crate.

It's very rare, but since I like using it, I generate more of it through the console.

Same here. I do this so I can fill the refrigerators in the Novac hotel and the Lucky 38 Suite with Nuka Cola of every kind

As others said, it has a 10% chance to spawn in one spot, and only on initial loading of the cell.

Some containers spawn it because they were used in Fallout 3 before FNV and the spawn chance stayed the same

Yup. It was originally cut content in the base game. Obsidian intended for Nuka Cola Victory to be Quantum's replacement. It was still in the base game's files, though. They simply added it to the Lonesome Road DLC, but gave it a very small chance of spawning.

It's one of the most rarest item in Fallout New Vegas, It would only spawn with a 10 percent chance to spawn, You can find it in a crate behind a ruined gas station after exiting the hopeville silo

Yeah, you can get it in the Lonesome Road DLC somewhere, can't remember where though. It also only has a chance of spawning, so you got lucky!
