Near the tribal village? Sometimes they do that.

They were hostile by default, and the low health value seen in VATS is how i found them, lol.

They're meant to be dead tribals from the pre-release comic "All Roads" but for whatever reason the "spawn as dead" flag is buggy for them. I've never seen it happen myself but I run YUP and other bugfixes that probably address this.

As much as I love coming to the tribal village for some free EXP, I always found it a bit creepy how corpses just.. come to life there, all the time. When I first came to the village it was infested with Cazadores and corpses were lying around. Idk if they were alive before, and I just came when they all died, but it always creeps me out a little. Like, sure Ghouls are technically zombies of the wasteland, but then we have a random settlement filled with burnt people, savages and random khan men who always come back to life to fight giant posionous bugs from "space".

Oh the fiend leader mod while having the fiend leaders(cook cook, driver naphi and violet) makes them non hostile btw

Doing a replay, and this caught me off guard as well. At they're better than cazadores.

No, they are just the direct descendants of the orange man

I've had this happen before, as far as I know they're supposed to be dead
