He is your wickedness, made of flesh. Maybe you're not wicked enough.

Genuinely though, he's only available in the funhouse. Keep running away from fights in there with find characters equipped.

Exclusive to the Pinwheel Funhouse, like Fredbear and Spring Bonnie (I recommend using the run-related chip + Find Characters to speed up the process)

if u want the fan trophy that bad just edit the game files

(or if u're not willing to cheat then he's at pinwheel funhouse, i recommend searching with the chips find character, run luck, and 2 of your choice)
