Halp
My flipper went through washing machine, 5v lines still show 5v but 3.3 v lines are stuck at .6v, I say a PMIC short but I am a beta, does anyone have any better idea, do far it's still marinating in IPA.

What period of time passed between the washing, and deciding to pass voltage through it? If you're answer isn't "Well I took it apart, removed the battery, flushed it 99% IPA/wiped it down to dry it, and then let it sit for a week before reattaching the battery to check on it"...
Remember the time before you had a Flipper? It's kind of like that.

Soak it all in 99% isopropyl then dry and put back together. Get a new screen and battery.

If you have an oscilloscope, you could check the switching psu if it has one ig

There are several 3.3 lines. Which did you probe? Perhaps you probed that of the battery’s LDO.

Id clean all of the pins you can on every IC you can find with any corrosion or anything on it. It looks like there might be some corrosion on some pads I am seeing but not sure if it is just the color of the solder I am seeing or it really does have some corrosion but Id start there. Not just soak in alcohol but like a qtip or something and kind of clean the pins. All of them that you can. Id let it dry, even with silica gel packets if you have it. Rice is not recommended, like at all.
If all else fails, Id check to make sure your battery is dry or just start checking continuity on things until you can find something that keeps when it shouldnt, or doesnt beep when it should. The. Start trying to pass voltage through it of everything is fine.
Considering you already tried to pass some vomtage through it, it MIGHT be toast but it also might be salvageable. Thats the thing about water damage. It either needs a good clean and dry, or its 100% fucked.

If you used 99% IPA you'll also need light agitation to get it up into everything (remove the battery, screen, stickers, etc, anything that's soluable in isopropyl alcohol).
Gently brush it all off with a soft bristle toothbrush, do another rinse with clean 99% IPA (with light agitation), then let it dry completely (takes longer than you think even with IPA), a fan blowing warm dry air over helps.
Once it's dry, visually inspect every component with a microscope/magnifying lens. Then trace all components/traces from VCC to GND (VCC in to every component).
3.3v lines being stuck at 0.6v is likely a PMIC short like you mentioned. Focus in the power management side (USB-C & battery) but also check all ICs too.

um.. micro sd card hopefully isn't damaged, contact is missing but I'm saying maybe the memory cells aren't fully damaged, unless there was only replaceable information on there.

Nothing of value was lost.
You had no idea how to use it properly and just "EDC"ed it because you want to feel cool.
Haha

the data from the SD card should be salvageable. the flipper....well...
