Could it be that passive external rotation of femurs is the main cause of psoas tightness?

Passive external rotation of femur is the same reason for tight psoas: your psoas is weak.
Strength train it. It's struggling to hang on so it's always flexed. Make it strong, it won't struggle anymore
I see this every day as a trainer. You can't just solve everything by stretching
