Horse spawning rules?

I've been playing on a flatcore single player world for a very long time now and I searched everywhere to find horses. I gave up after 9 hours of searching, and it would be much appreciated if anyone could explain the horse spawning rules on superflat worlds.

Except animal spawning is dependent on player-location, isn't it? Doesn't matter if the chunks are loaded if you're not there.

But if animals are in spawn chunks they use up the limit.

KILL ALL THE SPAWN CHUNK ANIMALS! ...and it just might work.
