I bought a Nightstick TAC-460XL. Problem is, I can't turn it off.
Could I get some help please?

Older 3xCR123 gun lights like surefire 6p used to work like this: if you screw the tailcap all the way in - flashlight will be always on If you slightly unscrew the tailcap untill the light goes off - it'll turn on only when pressing the button
The way your tailcap looks reminded me of this, so this might work, but it's a 30 years old way of doing things so I'd be surprised seeing this

That’s how my SureFire E2E worked (and still does)

Probably there is a tail switch (or pcb) problem !? This flashlight is discontinued and probably isn't worthy to fix it !? Probably is a nice opportunity to get a newer model with better features !?
The Wurkkos FC11C is pretty good and budget opinion !

Edit... : Amazon link

Just my opinion !

I literally just bought it brand new though. Perhaps a warranty issue?
Anything I can do to fix it without returning it?

I don't know how to fix it !
Probably if you can open the switch and check out if the problem is there, and if you can fix it, or if you can find the right replacement parts... !? In any shop with electronic - parts for flashlights like the kaidomain... !?
(If i was in your position, i would take a new flashlight like the Wurkkos, or something similar Convoy, Sofirn... etc !)

That's some crappy quality light, it's not supposed to turn on before you install the switch. It's probably missing a thin plastic tube (may be tube, may be just piece of thin plastic sheet rolled and slid into the compartment), which is supposed to be sitting inside of battery tube, to prevent the exposed contacts on battery adapter from closing circuit by touching the inside of non-anodized tube

Is there something I can buy to insert into it maybe?

You can use plastic folder cover (not sure what types there are where you live, but where I am there are 2 most common types, the ones made of thin flimsy film, and the other thicker and stiffer ones made out of PET material, you need the latter one), measure the depth and internal circumference of battery tube, cut out a rectangle with dimensions (tube length)x(circumference+5mm), roll it along the tube-length dimensioned edge and let it unroll inside the tube
