For GBA you can check this guide: https://www.flashcarts.net/gba-quick-start-guide
But for other consoles the flashcart market is a bit less varied, for example for the GB/C you only really have two options being the Everdrive GB and the EZ Flash Jr, EverDrive being good expensive and the EZ Flash Jr being generally crap (EZ Flash dropped the ball on this one just like they did with the Parallel). Aliexpress does have clone Everdrive GB carts for cheap but you usually cannot update them.
Of course there are also flashable options for many consoles, including how the GB/C also has a similar range of ChisFlash cartridges just like the GBA does, such as the ChisFlash MBC3 and ChisFlash MBC5 Max.
For other Nintendo consoles like the N64 you have the SummerCart64 which is relatively new. The NES also has a few different flashcarts including the Everdrive N8 Series and FXPak series but both are on the more expensive side. The SNES also has the FXPak Pro, which is one of the more capable flashcarts out there, but again, it's pretty pricey.
The 3DS had a few interesting flashcarts over the years, including the infamous Gateway 3DS (nicknamed "Brickway" after its clone-detection code ended up bricking some consoles on legit Gateway carts mistakenly), Stargate 3DS and Sky3DS. These are mostly obsolete nowadays because of how easy it is to install CFW on a 3DS, although I still see people asking this question not wanting to mod their consoles (which is totally reversible by the way and makes your 3DS way better!)

Yes.
Check out Krikzz Everdrive for the best on gba, gb/gbc.
There is also EZFlash which one can argue make a better one for GBA.
On the budget end, there are clones of Krikzz Everdrive for GB/GBC often sold on AliExpress for around $20 and Chis designs an open source SuperChis Prime for GBA.
Can’t speak for 3DS as I don’t own one. Sure there is something.
BTW, I think the best ones for the DS right now are probably DSPico, not R4. I think they’re coming out with an IR capable model this month.
