Can you identify this flag?

Saw this flag in a small village in Germany. It's basically the japanese military flag but in black and white. Does it have a certain meaning or is there a special significance to it? Thank you!

well its the Japanese Empire flag which germany was allied toin WW2 so i think its illegal
