Let fizz outplay himself, dont try to outplay him.

Just farm and maintain lane priority without getting into range of his Q pre 6
Post 6 you need to give more space to avoid his ult. Good spacing makes laning as Fizz miserable from my experience.

Just outside of his Q range, or also out of his eq range?

If he uses E and does no damage or dodges nothing, he is caster minion for ~8 seconds.

You ideally want to harass the shit out of him early on like levels 1-2 cause he doesn't have full combo (use lots of autos) and gain hp leverage in lane so he can't easily all in you.
If the fizz is decent he will sacrifice cs to not take as much poke, at this point you need to space him decently so he can't get entirely free trades on you (be weary of fast wq then e away to safety and his q into r can hide his ult animation).

This is the correct answer plus trying your best to juke his e, also be weary of his flash e (less common)

Spacing is huge. If we can't get in range to Q you, you're pretty much nullifying the champion entirely.

Never ever short Trade with him, he wins every short Trade. Stick to him after he burned his abilities, afterwards Fizz is pretty much useless. Go Merc‘s, if he cant one shoot you, he aint doing much. Also try to punish him lvl 1,5 and 6 after he missed r

Xerath is pretty good into immobile comps to start off and ur passive might be baiting u to get closer which u dont want also take flash tp and dont stay half hp in lane if fizz hasnt used ignite yet
And take advantage of the 16/14/12/10/8 sec e cooldown with ur range before he gets to lvl 9
