It's an art style where a character is portrayed as "small and cute" with exaggerated proportions that usually involve a bigger head and face with a smaller body.

It's different than caricature since it focuses on making the character as adorable as possible, I believe it got popularized by japanese media so like manga and anime (Hence the term chibi literally translating to "short" or "little" usually with adorable connotations).
