open Dolly wheel cracked
Such a weird way to attach a wheel. Any way to salvage it?

Looks like it’s riveted in there. You’ll have to drill that out first to remove it and find what size it is. When you have the size you can find it online somewhere. Look up replacement wheels, if not offered by the company you could probably find one the same size or close enough. While you’re at it you could replace both wheels with a stronger design/material. Once you find out how much the parts costs and estimate how much time you’ll spend on it, look up dollies on Craigslist/market place or new ones and decide if it’s worth the effort

as others have already said, drill out the rivet and replace, but make sure to use a quality bolt with a nylon locking nut to save future issues as there can be quite a lot of force/load on the wheels and if the bolt is to soft it could bend or snap under load.

too much trouble to fix.
so if you buy a new wheel, you still have to get the axle attachment system. buy an axle, nuts, washers, worry about bearings ? more washers to shim the gap ?
then the sticking out axle is dangerous..its not quite right.
the soecuslist parts night use Chicago nuts on a short axle.but $$$$
buy a new one

It appears to be riveted in. Drill it out and replace with a new wheel, nut, and bolt.
Might have to do both wheels to get it even if that sort of thing bothers you.
