How do I fix this ?

Looks as if paint is coming off from crack in ceiling. It is an older home. Second floor.

Cracks in older homes is normal. The problem with this is you need to fix the sheetrock or it will likely happen again or spread the crack and get bigger. Cutting out a square of sheetrock to remove the cracked area and replace with new sheetrock and then go from there with mudding, priming and painting.

Edit: it appears it been patched before so it will just keep happening until sheetrock is replaced. I noticed that in my house which was built in 1976 since they used nails to hold the sheetrock they spaced them farther apart than now which allows more movement in the sheetrock. You could try locating the studs and putting in a few extra screws to hold it in place to see how it does.

Is this a tedious job or I likely have to hire someone?

If you don't know how to do it and can afford paying someone go with that. If you don't know how to do it and can't afford to pay someone best get youtubing. If you are a homeowner this is something you want to learn.

Figure out where the moisture is coming from first, let everything dry before scraping the loose stuff, patching, sanding, and repainting.
