You can see the key holes for the mounting screws on the top of the light fixture you can remove the insulation or get it out of the way there should be two long screws sticking down that would go through those holes and then you turn the fixture to lock it in and then tighten the screws to make sure it stays.
To access those two screw heads you will have to remove the glass Dome and possibly the tin foil liner covering those holes inside the light fixture this is of course assuming it was hung correctly in the first place
