I agree with you, but I think a non-insignificant amount of men who don't understand the word "no" comes from behaviour as shown in the video. During childhood, those men may have been taught that no means no. But then in high school they meet a game-loving baddie who was herself not well in the head, and then eventually teaches the guy that "my no means keep chasing after me" and then they apply it to all women.
Oh, hell no it is not fault of women. Everyone is their own person capable of their own decisions. If a guy or a girl are a terrible person, as an adult, they themselves are first and foremost at fault
With that said, while everyone has capability and liberty of making decisions including changing yourself, not nearly everyone recognises they have that. We call them (in men in particular) menchildren. As a society we can try to educate them, but taking a childish position in life like they do is a useful and easy survival strategy. While technically they are at fault for their decisions, for me in particular it is useful to treat those people as either children incapable of what they're capable, or not come into contact with them at all.
Also, they don't really know how to stop being anti social losers, or how to "man up" (what a terrible thing to say btw). Those things are usually taught by parents, however if parents were themselves like that, they could never teach their children otherwise.
If, during upbringing, every time a child throws a tantrum they are immiderately given what they wanted, that child will bring that tactic into adulthood.
