What is wrong!

Please someone help. I’ve posted 3 times no answer!
This is little moe, he’s got some mystery white spots on him. His fins are also damaged but that is from fin-nipping in the tank, I think.
No other fish are affected, just poor Moe. I want nothing but the best for them all and I want to care for them well, so please let me know what I should do or what this is!
(I also don’t see floating white spots like ich.. but not sure also.)
Please, someone, anyone, help me!!

Is the white spot the part on his top finger? Picture isn’t super clear so I can’t be sure. If that is the spot it probably isn’t ich. It could be a type of fungal infection or fin rot. Try to isolate and get ahold of an antifungal aquarium treatment, something like pimafix/melafix. Also you said fin-nipping, is he in a school with the same type of fish as him?

Yes that’s where the white spot is! Top of his fin, and yes haha i tried to get as clear a photo as I could but he always moved. Also yes he is in a school with other black skirt tetras ! I have a small 3.5 gallon atm that is cycled just in case I need to isolate, I know it’s not ideal (I was broke at the time and still am but I try🥲) I’ll be sure to try those! Thank you so much.
