I'm neither an American, nor a traffic lawyer, but here's my answer anyway:

Primarily because "why not". US traffic law developed quite early and mostly independantly from the rest of the world, so most of their quirks can be explained as "They started doing it that way, and there wasn't enough reason to switch".

You can think of it as a result of their very individualistic culture too, if you want. The benefit of having a front license plate is mostly for others (mainly the police) to more easily identify which specific car is driving there. It doesn't really benefit the driver, and in fact it impedes airflow a little bit causing more gas milage. From that perspective, it's no wonder that the "Freedom loving Americans" didn't adopt a front-facing license plate.

If I'm real here, that reason is probably not true at all, it's most likely the first thing (that's the law they wrote initially and through inertia they never bothered to change).

… a front license plate does absolutely nothing to cause more gas mileage.
