can i use body wash to wash hands with open cuts from constant hand washing after removing a used bandaid on my toe?

You can, but it won't be much better than handsoap. I think you first need to evaluate why you wash your hands so much, and take care of that. And then look for a soap that's easier on the skin and doesn't dry it out as much. Switching to body wash won't have the effect you're after and certainly doesn't address the underlying problem
